Freiman, Karabinchak & Verrelli Measure Ensuring Laborers Receive Proper Pay on Public Works Projects Now Law

(TRENTON) – To ensure that laborers are receiving fair pay, Assembly Democrats Roy Freiman (D-Hunterdon, Mercer, Middlesex, Somerset), Robert Karabicnhak (D-Middlesex), and Anthony Verrelli (D-Hunterdon, Mercer) sponsored legislation signed into law by Governor Phil Murphy requiring the Commissioner of Labor and Workforce Development to create a Statewide database of certified payroll information for public works projects.

The law (A-1171) requires contractors and subcontractors who bid on and perform public work to file payroll statements for a Statewide database.  Payroll statements must be relevant to the public body and the Commissioner of Labor and Workforce Development and will be accessible to the public on the Department’s website.

Assembly members Freiman, Karabinchak, and Verrelli issued the following joint statement:

“Transitioning from a paper to electronic payroll system will allow the Department of Labor to have expanded, easier access to information submitted by contractors as well as streamlining the auditing process. This law would also help contractors maintain organized records of their weekly payroll and employee information. By putting an electronic system in place, we will add checks and balances to the payroll process for contractors, eliminate bad actors and ensure employees are getting fully compensated for their work.”
